Exodus 20:18-21 Now all the people witnessed the thunderings, the lightning flashes, the sound of the trumpet, and the mountain smoking; and when the people saw it, they trembled and stood afar off. Then they said to Moses, "You speak with us, and we will hear; but let not God speak with us, lest we die." And Moses said to the people, “Do not fear; for God has come to test you, and that His fear may be before you, so that you may not sin." So the people stood afar off, but Moses drew near the thick darkness where God was.
Deuteronomy 6:1-2 "Now this is the commandment, and these are the statutes and judgments which the Lord your God has commanded to teach you, that you may observe them in the land which you are crossing over to possess, that you may fear the Lord your God, to keep all His statutes and His commandments which I command you, you and your son and your grandson, all the days of your life, and that your days may be prolonged.”
Deuteronomy 8:1-20 "Every commandment which I command you today you must be careful to observe, that you may live and multiply, and go in and possess the land of which the Lord swore to your fathers. And you shall remember that the Lord your God led you all the way these forty years in the wilderness, to humble you and test you, to know what was in your heart, whether you would keep His commandments or not. So He humbled you, allowed you to hunger, and fed you with manna which you did not know nor did your fathers know, that He might make you know that man shall not live by bread alone; but man lives by every word that proceeds from the mouth of the Lord. Your garments did not wear out on you, nor did your foot swell these forty years. You should know in your heart that as a man chastens his son, so the Lord your God chastens you. Therefore you shall keep the commandments of the Lord your God, to walk in His ways and to fear Him. For the Lord your God is bringing you into a good land, a land of brooks of water, of fountains and springs, that flow out of valleys and hills; a land of wheat and barley, of vines and fig trees and pomegranates, a land of olive oil and honey; a land in which you will eat bread without scarcity, in which you will lack nothing; a land whose stones are iron and out of whose hills you can dig copper. When you have eaten and are full, then you shall bless the Lord your God for the good land which He has given you. "Beware that you do not forget the Lord your God by not keeping His commandments, His judgments, and His statutes which I command you today, lest--when you have eaten and are full, and have built beautiful houses and dwell in them; and when your herds and your flocks multiply, and your silver and your gold are multiplied, and all that you have is multiplied; when your heart is lifted up, and you forget the Lord your God who brought you out of the land of Egypt, from the house of bondage; who led you through that great and terrible wilderness, in which were fiery serpents and scorpions and thirsty land where there was no water; who brought water for you out of the flinty rock; who fed you in the wilderness with manna, which your fathers did not know, that He might humble you and that He might test you, to do you good in the end-- then you say in your heart, 'My power and the might of my hand have gained me this wealth.' And you shall remember the Lord your God, for it is He who gives you power to get wealth, that He may establish His covenant which He swore to your fathers, as it is this day. Then it shall be, if you by any means forget the Lord your God, and follow other gods, and serve them and worship them, I testify against you this day that you shall surely perish. As the nations which the Lord destroys before you, so you shall perish, because you would not be obedient to the voice of the Lord your God.”
Deuteronomy 10:12-22 "And now, Israel, what does the Lord your God require of you, but to fear the Lord your God, to walk in all His ways and to love Him, to serve the Lord your God with all your heart and with all your soul, and to keep the commandments of the Lord and His statutes which I command you today for your good? Indeed heaven and the highest heavens belong to the Lord your God, also the earth with all that is in it. The Lord delighted only in your fathers, to love them; and He chose their descendants after them, you above all peoples, as it is this day. Therefore circumcise the foreskin of your heart, and be stiff-necked no longer. For the Lord your God is God of gods and Lord of lords, the great God, mighty and awesome, who shows no partiality nor takes a bribe. He administers justice for the fatherless and the widow, and loves the stranger, giving him food and clothing. Therefore love the stranger, for you were strangers in the land of Egypt. You shall fear the Lord your God; you shall serve Him, and to Him you shall hold fast, and take oaths in His name. He is your praise, and He is your God, who has done for you these great and awesome things which your eyes have seen. Your fathers went down to Egypt with seventy persons, and now the Lord your God has made you as the stars of heaven in multitude.”
Deuteronomy 13:4 “You shall walk after the Lord your God and fear Him, and keep His commandments and obey His voice, and you shall serve Him and hold fast to Him.”
Deuteronomy 14:22-23 "You shall truly tithe all the increase of your grain that the field produces year by year. And you shall eat before the Lord your God, in the place where He chooses to make His name abide, the tithe of your grain and your new wine and your oil, of the firstborn of your herds and your flocks, that you may learn to fear the Lord your God always.”
Deuteronomy 28:58-59 "If you do not carefully observe all the words of this law that are written in this book, that you may fear this glorious and awesome name, THE LORD YOUR GOD, then the Lord will bring upon you and your descendants extraordinary plagues--great and prolonged plagues--and serious and prolonged sicknesses.”
Deuteronomy 31:12-13 “Gather the people together, men and women and little ones, and the stranger who is within your gates, that they may hear and that they may learn to fear the Lord your God and carefully observe all the words of this law, and that their children, who have not known it, may hear and learn to fear the Lord your God as long as you live in the land which you cross the Jordan to possess."
Joshua 4:21-24 Then he spoke to the children of Israel, saying: "When your children ask their fathers in time to come, saying, 'What are these stones?' then you shall let your children know, saying, 'Israel crossed over this Jordan on dry land'; for the Lord your God dried up the waters of the Jordan before you until you had crossed over, as the Lord your God did to the Red Sea, which He dried up before us until we had crossed over, that all the peoples of the earth may know the hand of the Lord, that it is mighty, that you may fear the Lord your God forever."
Joshua 24:14-15 "Now therefore, fear the Lord, serve Him in sincerity and in truth, and put away the gods which your fathers served on the other side of the river and in Egypt. Serve the Lord! And if it seems evil to you to serve the Lord, choose for yourselves this day whom you will serve, whether the gods which your fathers served that were on the other side of the River, or the gods of the Amorites, in whose land you dwell. But as for me and my house, we will serve the Lord."
1 Samuel 12:12-15 “And when you saw that Nahash king of the Ammonites came against you, you said to me, 'No, but a king shall reign over us,' when the Lord your God was your king. Now therefore, here is the king whom you have chosen and whom you have desired. And take note, the Lord has set a king over you. If you fear the Lord and serve Him and obey His voice, and do not rebel against the commandment of the Lord, then both you and the king who reigns over you will continue following the Lord your God. However, if you do not obey the voice of the Lord, but rebel against the commandment of the Lord, then the hand of the Lord will be against you, as it was against your fathers.”
2 Kings 17:24-28 Then the king of Assyria brought people from Babylon, Cuthah, Ava, Hamath, and from Sepharvaim, and placed them in the cities of Samaria instead of the children of Israel; and they took possession of Samaria and dwelt in its cities. And it was so, at the beginning of their dwelling there, that they did not fear the Lord; therefore the Lord sent lions among them, which killed some of them. So they spoke to the king of Assyria, saying, "The nations whom you have removed and placed in the cities of Samaria do not know the rituals of the God of the land; therefore He has sent lions among them, and indeed, they are killing them because they do not know the rituals of the God of the land." Then the king of Assyria commanded, saying, "Send there one of the priests whom you brought from there; let him go and dwell there, and let him teach them the rituals of the God of the land." Then one of the priests whom they had carried away from Samaria came and dwelt in Bethel, and taught them how they should fear the Lord.
2 Kings 17:34-41 To this day they continue practicing the former rituals; they do not fear the Lord, nor do they follow their statutes or their ordinances, or the law and commandment which the Lord had commanded the children of Jacob, whom He named Israel, with whom the Lord had made a covenant and charged them, saying: "You shall not fear other gods, nor bow down to them nor serve them nor sacrifice to them; but the Lord, who brought you up from the land of Egypt with great power and an outstretched arm, Him you shall fear, Him you shall worship, and to Him you shall offer sacrifice. And the statutes, the ordinances, the law, and the commandment which He wrote for you, you shall be careful to observe forever; you shall not fear other gods. And the covenant that I have made with you, you shall not forget, nor shall you fear other gods. But the Lord your God you shall fear; and He will deliver you from the hand of all your enemies." However they did not obey, but they followed their former rituals. So these nations feared the Lord, yet served their carved images; also their children and their children's children have continued doing as their fathers did, even to this day.”
They kept backsliding instead of repenting which resulted in:
2 Kings 18:10-12 And at the end of three years they took it. In the sixth year of Hezekiah, that is, the ninth year of Hoshea king of Israel, Samaria was taken. Then the king of Assyria carried Israel away captive to Assyria, and put them in Halah and by the Habor, the River of Gozan, and in the cities of the Medes, because they did not obey the voice of the Lord their God, but transgressed His covenant and all that Moses the servant of the Lord had commanded; and they would neither hear nor do them.
2 Chronicles 19:4-10 “So Jehoshaphat dwelt at Jerusalem; and he went out again among the people from Beersheba to the mountains of Ephraim, and brought them back to the Lord God of their fathers. Then he set judges in the land throughout all the fortified cities of Judah, city by city, and said to the judges, "Take heed to what you are doing, for you do not judge for man but for the Lord, who is with you in the judgment. Now therefore, let the fear of the Lord be upon you; take care and do it, for there is no iniquity with the Lord our God, no partiality, nor taking of bribes." Moreover in Jerusalem, for the judgment of the Lord and for controversies, Jehoshaphat appointed some of the Levites and priests, and some of the chief fathers of Israel, when they returned to Jerusalem. And he commanded them, saying, "Thus you shall act in the fear of the Lord, faithfully and with a loyal heart: Whatever case comes to you from your brethren who dwell in their cities, whether of bloodshed or offenses against law or commandment, against statutes or ordinances, you shall warn them, lest they trespass against the Lord and wrath come upon you and your brethren. Do this, and you will not be guilty.”
Job 28:27-28 Then He saw wisdom and declared it; He prepared it, indeed, He searched it out. And to man He said, 'Behold, the fear of the Lord, that is wisdom, and to depart from evil is understanding.'
Psalms 19:1-14 To the Chief Musician. A Psalm of David. The heavens declare the glory of God; and the firmament shows His handiwork. Day unto day utters speech, and night unto night reveals knowledge. There is no speech nor language where their voice is not heard. Their line has gone out through all the earth, and their words to the end of the world. In them He has set a tabernacle for the sun, which is like a bridegroom coming out of his chamber, and rejoices like a strong man to run its race. Its rising is from one end of heaven, and its circuit to the other end; and there is nothing hidden from its heat. The law of the Lord is perfect, converting the soul; the testimony of the Lord is sure, making wise the simple; the statutes of the Lord are right, rejoicing the heart; the commandment of the Lord is pure, enlightening the eyes; the fear of the Lord is clean, enduring forever; the judgments of the Lord are true and righteous altogether. More to be desired are they than gold, yea, than much fine gold; sweeter also than honey and the honeycomb. Moreover by them Your servant is warned, And in keeping them there is great reward. Who can understand his errors? Cleanse me from secret faults. Keep back Your servant also from presumptuous sins; let them not have dominion over me. Then I shall be blameless, and I shall be innocent of great transgression. Let the words of my mouth and the meditation of my heart be acceptable in Your sight, O Lord, my strength and my Redeemer.
Psalms 25:11-15 For Your name's sake, O Lord, pardon my iniquity, for it is great. Who is the man that fears the Lord? Him shall He teach in the way He chooses. He himself shall dwell in prosperity, and his descendants shall inherit the earth. The secret of the Lord is with those who fear Him, and He will show them His covenant. My eyes are ever toward the Lord, for He shall pluck my feet out of the net.
Psalms 33:1-22 Rejoice in the Lord, O you righteous! For praise from the upright is beautiful. Praise the Lord with the harp; make melody to Him with an instrument of ten strings. Sing to Him a new song; play skillfully with a shout of joy. For the word of the Lord is right, and all His work is done in truth. He loves righteousness and justice; the earth is full of the goodness of the Lord. By the word of the Lord the heavens were made, and all the host of them by the breath of His mouth. He gathers the waters of the sea together as a heap; He lays up the deep in storehouses. Let all the earth fear the Lord; let all the inhabitants of the world stand in awe of Him. For He spoke, and it was done; He commanded, and it stood fast. The Lord brings the counsel of the nations to nothing; He makes the plans of the peoples of no effect. The counsel of the Lord stands forever, the plans of His heart to all generations. Blessed is the nation whose God is the Lord, the people He has chosen as His own inheritance. The Lord looks from heaven; He sees all the sons of men. From the place of His dwelling He looks on all the inhabitants of the earth; He fashions their hearts individually; He considers all their works. No king is saved by the multitude of an army; a mighty man is not delivered by great strength. A horse is a vain hope for safety; neither shall it deliver any by its great strength. Behold, the eye of the Lord is on those who fear Him, on those who hope in His mercy, to deliver their soul from death, and to keep them alive in famine. Our soul waits for the Lord; He is our help and our shield. For our heart shall rejoice in Him, because we have trusted in His holy name. Let Your mercy, O Lord, be upon us, just as we hope in You.
Psalms 103:17-18 But the mercy of the Lord is from everlasting to everlasting on those who fear Him, and His righteousness to children's children, to such as keep His covenant, and to those who remember His commandments to do them.
Psalms 111:1-10 Praise the Lord! I will praise the Lord with my whole heart, in the assembly of the upright and in the congregation. The works of the Lord are great, studied by all who have pleasure in them. His work is honorable and glorious, and His righteousness endures forever. He has made His wonderful works to be remembered; the Lord is gracious and full of compassion. He has given food to those who fear Him; He will ever be mindful of His covenant. He has declared to His people the power of His works, in giving them the heritage of the nations. The works of His hands are verity and justice; all His precepts are sure. They stand fast forever and ever, and are done in truth and uprightness. He has sent redemption to His people; He has commanded His covenant forever: Holy and awesome is His name. The fear of the Lord is the beginning of wisdom; a good understanding have all those who do His commandments. His praise endures forever.
Psalms 115:11-13 You who fear the Lord, trust in the Lord; He is their help and their shield. The Lord has been mindful of us; He will bless us; He will bless the house of Israel; He will bless the house of Aaron. He will bless those who fear the Lord, Both small and great.
Proverbs 1:7 The fear of the Lord is the beginning of knowledge, but fools despise wisdom and instruction.
Proverbs 1:27-31 When your terror comes like a storm, and your destruction comes like a whirlwind, when distress and anguish come upon you. "Then they will call on me, but I will not answer; they will seek me diligently, but they will not find me. Because they hated knowledge and did not choose the fear of the Lord, they would have none of my counsel and despised my every rebuke. Therefore they shall eat the fruit of their own way, and be filled to the full with their own fancies.
Proverbs 2:1-13 My son, if you receive my words, and treasure my commands within you, so that you incline your ear to wisdom, and apply your heart to understanding; yes, if you cry out for discernment, and lift up your voice for understanding, if you seek her as silver, and search for her as for hidden treasures; then you will understand the fear of the Lord, and find the knowledge of God. For the Lord gives wisdom; from His mouth come knowledge and understanding; He stores up sound wisdom for the upright; He is a shield to those who walk uprightly; He guards the paths of justice, and preserves the way of His saints. Then you will understand righteousness and justice, equity and every good path. When wisdom enters your heart, and knowledge is pleasant to your soul, discretion will preserve you; understanding will keep you, to deliver you from the way of evil, from the man who speaks perverse things, from those who leave the paths of uprightness to walk in the ways of darkness...
Proverbs 8:12-36 "I, wisdom, dwell with prudence, and find out knowledge and discretion. The fear of the Lord is to hate evil; pride and arrogance and the evil way and the perverse mouth I hate. Counsel is mine, and sound wisdom; I am understanding, I have strength. By me kings reign, and rulers decree justice. By me princes rule, and nobles, all the judges of the earth. I love those who love me, and those who seek me diligently will find me. Riches and honor are with me, enduring riches and righteousness. My fruit is better than gold, yes, than fine gold, and my revenue than choice silver. I traverse the way of righteousness, in the midst of the paths of justice, that I may cause those who love me to inherit wealth, that I may fill their treasuries. "The Lord possessed me at the beginning of His way, before His works of old. I have been established from everlasting, from the beginning, before there was ever an earth. When there were no depths I was brought forth, when there were no fountains abounding with water. Before the mountains were settled, before the hills, I was brought forth; while as yet He had not made the earth or the fields, or the primeval dust of the world. When He prepared the heavens, I was there, when He drew a circle on the face of the deep, when He established the clouds above, when He strengthened the fountains of the deep, when He assigned to the sea its limit, so that the waters would not transgress His command, when He marked out the foundations of the earth, then I was beside Him as a master craftsman; and I was daily His delight, rejoicing always before Him, rejoicing in His inhabited world, and my delight was with the sons of men. "Now therefore, listen to me, my children, for blessed are those who keep my ways. Hear instruction and be wise, and do not disdain it. Blessed is the man who listens to me, watching daily at my gates, waiting at the posts of my doors. For whoever finds me finds life, and obtains favor from the Lord; but he who sins against me wrongs his own soul; all those who hate me love death."
Proverbs 9:9-11 Give instruction to a wise man, and he will be still wiser; teach a just man, and he will increase in learning. "The fear of the Lord is the beginning of wisdom, and the knowledge of the Holy One is understanding. For by me your days will be multiplied, and years of life will be added to you.”
Proverbs 10:27-29 The fear of the Lord prolongs days, but the years of the wicked will be shortened. The hope of the righteous will be gladness, but the expectation of the wicked will perish. The way of the Lord is strength for the upright, but destruction will come to the workers of iniquity.
Proverbs 14:2 He who walks in his uprightness fears the Lord, but he who is perverse in his ways despises Him.
Proverbs 14:26-27 In the fear of the Lord there is strong confidence, and his children will have a place of refuge. The fear of the Lord is a fountain of life, to turn one away from the snares of death.
Proverbs 15:16 Better is a little with the fear of the Lord, than great treasure with trouble.
Proverbs 15:29-33 The Lord is far from the wicked, but He hears the prayer of the righteous. The light of the eyes rejoices the heart, and a good report makes the bones healthy. The ear that hears the rebukes of life will abide among the wise. He who disdains instruction despises his own soul, but he who heeds rebuke gets understanding. The fear of the Lord is the instruction of wisdom, and before honor is humility.
Proverbs 16:6 In mercy and truth atonement is provided for iniquity; and by the fear of the Lord one departs from evil.
Proverbs 19:23 The fear of the Lord leads to life, and he who has it will abide in satisfaction; he will not be visited with evil.
Proverbs 22:4 By humility and the fear of the Lord are riches and honor and life.
Proverbs 23:17-18 Do not let your heart envy sinners, but be zealous for the fear of the Lord all the day; for surely there is a hereafter, and your hope will not be cut off.
Isaiah 11:1-5 “There shall come forth a Rod from the stem of Jesse, and a Branch shall grow out of his roots. The Spirit of the Lord shall rest upon Him, the Spirit of wisdom and understanding, the Spirit of counsel and might, the Spirit of knowledge and of the fear of the Lord. His delight is in the fear of the Lord, and He shall not judge by the sight of His eyes, nor decide by the hearing of His ears; but with righteousness He shall judge the poor, and decide with equity for the meek of the earth; He shall strike the earth with the rod of His mouth, and with the breath of His lips He shall slay the wicked. Righteousness shall be the belt of His loins, and faithfulness the belt of His waist.”
Isaiah 33:6 “Wisdom and knowledge will be the stability of your times, and the strength of salvation; the fear of the Lord is His treasure.”
The Lord, through Jeremiah, rebuked Jerusalem and Judah about their lack of the fear of the Lord:
Jeremiah 2:19 “Your own wickedness will correct you, and your backslidings will rebuke you. Know therefore and see that it is an evil and bitter thing that you have forsaken the Lord your God, and the fear of Me is not in you," says the Lord God of hosts.
Jeremiah 5:20-31 "Declare this in the house of Jacob and proclaim it in Judah, saying, 'Hear this now, O foolish people, without understanding, who have eyes and see not, and who have ears and hear not: Do you not fear Me?' says the Lord. 'Will you not tremble at My presence, who have placed the sand as the bound of the sea, by a perpetual decree, that it cannot pass beyond it? And though its waves toss to and fro, yet they cannot prevail; though they roar, yet they cannot pass over it. But this people has a defiant and rebellious heart; they have revolted and departed. They do not say in their heart, "Let us now fear the Lord our God, who gives rain, both the former and the latter, in its season. He reserves for us the appointed weeks of the harvest." Your iniquities have turned these things away, and your sins have withheld good from you. 'For among My people are found wicked men; they lie in wait as one who sets snares; they set a trap; they catch men. As a cage is full of birds, so their houses are full of deceit. Therefore they have become great and grown rich. They have grown fat, they are sleek; yes, they surpass the deeds of the wicked; they do not plead the cause, the cause of the fatherless; yet they prosper, and the right of the needy they do not defend. Shall I not punish them for these things?' says the Lord. 'Shall I not avenge Myself on such a nation as this?' "An astonishing and horrible thing has been committed in the land: The prophets prophesy falsely, and the priests rule by their own power; and My people love to have it so. But what will you do in the end?”
Malachi 3:12b-18 ..."Your words have been harsh against Me," says the Lord, "Yet you say, 'What have we spoken against You?' You have said, 'It is useless to serve God; what profit is it that we have kept His ordinance, and that we have walked as mourners before the Lord of hosts? So now we call the proud blessed, for those who do wickedness are raised up; they even tempt God and go free.'" Then those who feared the Lord spoke to one another, and the Lord listened and heard them; so a book of remembrance was written before Him for those who fear the Lord and who meditate on His name. "They shall be Mine," says the Lord of hosts, "On the day that I make them My jewels. And I will spare them as a man spares his own son who serves him." Then you shall again discern between the righteous and the wicked, between one who serves God and one who does not serve Him.”
Acts 9:31 Then the churches throughout all Judea, Galilee, and Samaria had peace and were edified. And walking in the fear of the Lord and in the comfort of the Holy Spirit, they were multiplied.
Matthew 10:28 “And do not fear those who kill the body but cannot kill the soul. But rather fear Him who is able to destroy both soul and body in hell.”
Hebrews 5:6-8 As He also says in another place: "You are a priest forever According to the order of Melchizedek"; who, in the days of His flesh, when He had offered up prayers and supplications, with vehement cries and tears to Him who was able to save Him from death, and was heard because of His godly fear, though He was a Son, yet He learned obedience by the things which He suffered.”
Revelation 19:5-9 Then a voice came from the throne, saying, "Praise our God, all you His servants and those who fear Him, both small and great!" And I heard, as it were, the voice of a great multitude, as the sound of many waters and as the sound of mighty thunderings, saying, "Alleluia! For the Lord God Omnipotent reigns! Let us be glad and rejoice and give Him glory, for the marriage of the Lamb has come, and His wife has made herself ready." And to her it was granted to be arrayed in fine linen, clean and bright, for the fine linen is the righteous acts of the saints. Then he said to me, "Write: 'Blessed are those who are called to the marriage supper of the Lamb!'"
